Here\u2019s the truth \u2014 it\u2019s not broken. It\u2019s doing exactly what it was designed to do.<\/span><\/p>\n

In Episode 4 of Truth Shots with Kapil, I sat down with Yamini Aiyar, President of the Centre for Policy Research and one of India\u2019s sharpest minds on governance, to dissect how our democracy really functions \u2014 and why it often feels like it doesn\u2019t.<\/span><\/p>\n

This wasn\u2019t an academic chat. This was a candid, no-holds-barred breakdown of the invisible wiring behind how India works \u2014 or doesn\u2019t.<\/span><\/p>\n

Skills, Capability & The Real Binding Constraint<\/b><\/h3>\n

\n<\/span> If only our people were more skilled\u2026 if only they were more capable\u2026 the system would work.<\/span><\/p>\n

Yamini and I tore into this assumption. Skills and capability are important, sure. But they\u2019re not the <\/span>binding constraint<\/b>. The system\u2019s real bottleneck lies elsewhere\u00a0 in <\/span>political compulsions<\/b>, <\/span>invisible rules<\/b>, and <\/span>structural design flaws<\/b> that decide what actually gets done.<\/span><\/p>\n

You could have the most skilled workforce in the world\u00a0 but if the <\/span>governance system<\/b> isn\u2019t structured to use them well, nothing changes. And that\u2019s where <\/span>India\u2019s governance<\/b> keeps tripping over itself.<\/span><\/p>\n

The Indian Punctuality Paradox<\/b><\/h3>\n

This one hit home.<\/span><\/p>\n

Think back to school \u2014 how many times did you see students stroll in late? Almost never. We hated waking up early, but we still made it on time.<\/span><\/p>\n

\u00a0Now fast forward to college or your first job. Suddenly, \u201clate\u201d is the new normal.<\/span><\/p>\n

Why? Because the system stopped valuing punctuality, so we stopped valuing it too.<\/span><\/p>\n

It\u2019s not about discipline \u2014 it\u2019s about incentives. When the environment rewards timeliness, we comply. When it doesn\u2019t, we don\u2019t bother.<\/span><\/p>\n

The punctuality paradox isn\u2019t a quirky cultural trait. It\u2019s a symptom of how systems shape behaviour without us even realising it.<\/span><\/p>\n

Why We Expect More From Government Jobs Than Private Ones<\/b><\/h3>\n

Order a package on Amazon \u2014 you expect it at your doorstep tomorrow. Apply for a government job \u2014 you expect stability, quotas, and equal chances for everyone.<\/span><\/p>\n

Why the double standard?<\/span><\/p>\n

Yamini and I unpacked this strange social contract we have with the state. With private players, we\u2019re customers. With the government, we\u2019re citizens \u2014 and we expect it to take care of everyone.<\/span><\/p>\n

It\u2019s a fascinating dynamic. The private sector runs on performance. The public sector runs on legitimacy and fairness. The tricky part? Balancing the two when citizens want both.<\/span><\/p>\n

The Case for a Strong Centre<\/b><\/h3>\n

Federalism is one of India\u2019s strengths \u2014 but here\u2019s the thing: it only works if the Centre is strong enough to hold it together.<\/span><\/p>\n

Yamini explained why powers like taxation, drawing state boundaries, and managing linguistic balances are critical. Without them, the entire federal structure risks falling apart.<\/span><\/p>\n

This isn\u2019t about centralisation for the sake of control. It\u2019s about survival in a country as complex and diverse as India. A weak Centre would mean every state pulling in a different direction \u2014 and the whole ship going nowhere.<\/span><\/p>\n

The Per Capita Income Gap: A Political Time Bomb<\/b><\/h3>\n

Bihar and UP\u2019s per capita incomes are rising \u2014 good news, right? Yes\u2026 and no.<\/span><\/p>\n

While poorer states are catching up, richer states are feeling shortchanged. They argue that they\u2019re generating more revenue but not getting proportional benefits.<\/span><\/p>\n

This gap isn\u2019t just about economics \u2014 it\u2019s a political faultline in the making. When money flows unevenly, resentment builds. And resentment, in politics, is a powder keg.<\/span><\/p>\n

The Kejriwal Moment: Democracy Meets Fear<\/b><\/h3>\n

When Arvind Kejriwal became Delhi\u2019s Chief Minister, it was hailed as a sign of India\u2019s democratic maturity. Here was a man with no political background taking the top job in the capital.<\/span><\/p>\n

But what happened next was telling. Instead of embracing the change, the system froze. Not because Kejriwal was incompetent, but because the establishment was scared of what might happen if they moved too fast.<\/span><\/p>\n

Fear replaced action. Governance stalled. And we were left wondering if our democracy is mature enough to handle the very changes it claims to celebrate.<\/span><\/p>\n

India\u2019s True Export: Values, Not Just Goods<\/b><\/h3>\n

We ended on a note I wish more leaders would emphasise.<\/span><\/p>\n

Yes, India exports IT services, pharmaceuticals, and spices. But our real export should be our values \u2014 democracy, secularism, morality, resilience.<\/span><\/p>\n

These are the qualities that define us. These are what we should be showcasing to the world. Not just as a feel-good narrative, but as a strategic asset.<\/span><\/p>\n

Because in a time when global politics is increasingly polarised, India\u2019s commitment to diversity and democratic ideals is something worth putting front and centre.<\/span><\/p>\n

Why This Conversation Matters<\/b><\/h3>\n

This episode isn\u2019t about policy wonkery or academic jargon. It\u2019s about looking at the scaffolding of our country and asking \u2014 is this really how we want it to work?<\/span><\/p>\n

We often talk about fixing symptoms: late trains, bad roads, job shortages. But until we understand the wiring underneath \u2014 the incentives, the constraints, the power balances \u2014 we\u2019re just rearranging furniture in a burning house.<\/span><\/p>\n

Yamini Iyer brought insight, clarity, and a sharp honesty to this conversation. She didn\u2019t just talk about what\u2019s wrong \u2014 she showed how the very design of governance determines what\u2019s possible.<\/span><\/p>\n

And here\u2019s my takeaway: If you think the system is failing you, maybe it\u2019s because it was never designed to serve you in the way you expect. Harsh? Yes. True? Absolutely.<\/span><\/p>\n
