{"id":2438,"date":"2025-11-05T20:00:44","date_gmt":"2025-11-05T14:30:44","guid":{"rendered":"https:\/\/www.kapilgupta.in\/blog\/?p=2438"},"modified":"2025-11-05T17:47:53","modified_gmt":"2025-11-05T12:17:53","slug":"indias-economic-truth-indian-political-thought","status":"publish","type":"post","link":"https:\/\/www.kapilgupta.in\/blog\/indias-economic-truth-indian-political-thought\/","title":{"rendered":"India\u2019s Economic Truth: What Really Lies Behind the Trillion-Dollar Dream"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">India is obsessed with growth numbers.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Every year, as the Finance Minister stands at the podium and delivers the budget, millions watch as if it\u2019s a national festival.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Markets rise and fall, television anchors declare economic victories, and social media lights up with memes and graphs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But very few people know what really happens behind those numbers \u2014 in the smoke-filled rooms where policies are drafted, where political motives shape economic choices, and where one bureaucratic note can shift the destiny of a billion people.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That\u2019s exactly what I wanted to uncover in the finale of <\/span><a href=\"https:\/\/www.kapilgupta.in\/podcasts\/\"><b>Truth Shots with Kapil Gupta<\/b><\/a><span style=\"font-weight: 400;\">.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> And there was no better person to do it with than Subhash Chandra Garg \u2014 former Finance Secretary, India\u2019s Executive Director at the World Bank, and a man who spent 36 years in the IAS.<\/span><\/p>\n<h2><b>The System We Inherited &#8211; and Still Live Within<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">When I asked Garg how the system was designed to work, his answer was brutally honest:<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> \u201cWhen the system was created, it wasn\u2019t perfect \u2014 it was evolving.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Indian Constitution gave us the foundation of governance, but not a flawless one. Over decades, that foundation has been layered with politics, bureaucracy, and personal agendas.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> And while the system was meant to serve the people, it slowly began serving itself.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Garg joined the civil services after the system was already 45 years old \u2014 but what he witnessed in his career was its constant reshaping. \u201cIt\u2019s not a straightjacket,\u201d he said, \u201cit\u2019s completely changeable.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In other words, the system is alive \u2014 and like all living things, it adapts, biases, and ages.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> That\u2019s the uncomfortable truth we don\u2019t discuss enough: India\u2019s governance structure isn\u2019t broken; it\u2019s human. And anything human is bound to be flawed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This perspective forms a crucial part of <\/span><b>Indian political thought<\/b><span style=\"font-weight: 400;\"> &#8211;\u00a0 the understanding that governance in India isn\u2019t mechanical; it\u2019s deeply human and constantly evolving.<\/span><\/p>\n<h2><b>The Cost of Integrity<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Every bureaucrat faces a moment of truth \u2014 the day they must choose between integrity and obedience.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> For Garg, that moment came early.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As he recalled, when Balram Jakhar, then Minister of Agriculture, wanted a plant built in a certain location in Rajasthan, Garg did what every professional should do: he checked the numbers.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> The data didn\u2019t justify the decision.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> He refused.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The result? He was removed from a foreign delegation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That\u2019s the cost of saying \u201cno\u201d in a system where power often trumps process.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> He told me, \u201cI thought I was doing public service and stuck to my point.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That single sentence sums up the tragedy of governance \u2014 integrity often comes at the expense of opportunity.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> And yet, as Garg\u2019s story shows, the only way to serve the public is to serve the truth, not the powerful.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This moral dilemma lies at the heart of <\/span><b>Indian political thought<\/b><span style=\"font-weight: 400;\"> \u2014 where ethical governance often collides with systemic obedience.<\/span><\/p>\n<h2><b>When India Was the World\u2019s 6th Largest Economy<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Here\u2019s a fact that shocked many viewers \u2014 in 1945, when the World Bank was created, India was the sixth largest economy.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> We had our own seat as one of the six original Executive Directors on the World Bank\u2019s board.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But somewhere along the line, we slipped.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Our economy stagnated, our policies got politicized, and our place on the global stage shrank.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Today, we talk about becoming a $10 trillion economy \u2014 but how did a country that was once among the world\u2019s top six lose its seat at the table?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Garg explained that India\u2019s decline wasn\u2019t sudden \u2014 it was slow, institutional, and internal.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> We kept negotiating our identity between being socialist and capitalist, protective and global, reformist and populist.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And in doing so, we forgot that economic strength isn\u2019t declared in speeches \u2014 it\u2019s built in systems.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The question of how India manages this identity crisis continues to shape <\/span><a href=\"https:\/\/www.kapilgupta.in\/about\/\"><b>Indian political thought<\/b><\/a><span style=\"font-weight: 400;\"> and our economic destiny.<\/span><\/p>\n<h2><b>The Politics of Subsidies and the Myth of Free Money<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">At one point in our conversation, we spoke about India\u2019s obsession with subsidies.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> If you reduce subsidies, the rich complain.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> If you increase them, the poor become dependent.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As I said in the episode \u2014 if you keep driving down subsidies, you\u2019ll have large entities crying foul; but if you push them up, inefficiency becomes institutionalized.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Garg agreed. The real challenge is balance.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Policy isn\u2019t about giving or taking \u2014 it\u2019s about sustaining.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But balance is a rare commodity in a political economy that thrives on extremes.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Even welfare, he said, becomes a double-edged sword.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> \u201cGive free food grains or give cash \u2014 misuse can happen either way.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He told me stories of people selling subsidized rations at higher rates, of money leaking through loopholes, and of how every welfare scheme risks becoming a political tool instead of a social safety net.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The bigger issue, however, isn\u2019t the misuse \u2014 it\u2019s the mindset.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> We\u2019ve conditioned generations to see government as the ultimate provider, not the ultimate enabler.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>India is obsessed with growth numbers.
