The individual is the executor.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> The <\/span><b>chain of command in governance<\/b><span style=\"font-weight: 400;\"> exists <\/span><i><span style=\"font-weight: 400;\">precisely<\/span><\/i><span style=\"font-weight: 400;\"> to prevent personal interpretation from dissolving into <\/span><b>obedience vs anarchy in politics<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The system exists to avoid individuals casually interpreting the law based on political mood swings.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> If an order comes through the proper <\/span><b>chain of command in governance<\/b><span style=\"font-weight: 400;\">, it is legal by definition.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> If it doesn\u2019t, it\u2019s invalid.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That\u2019s how disciplined democracies survive.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> The moment you tell public servants:<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span> <i><span style=\"font-weight: 400;\">\u201cUse your personal wisdom to decide which orders to follow,\u201d<\/span><\/i><i><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/i><span style=\"font-weight: 400;\"> you\u2019re not empowering them.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> You\u2019re inviting <\/span><b>institutional fragmentation<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And India knows this story because we\u2019ve seen this movie before.<\/span><\/p>\n<ol start=\"1975\">\n<li><b> JP\u2019s infamous call.<\/b><\/li>\n<\/ol>\n<p><b><br \/>\n<\/b><span style=\"font-weight: 400;\"> Jayaprakash Narayan \u2014 always revered, always influential, often cited in discussions on governance \u2014 stood before crowds and asked Indian military, police, and government officials to disobey orders from the elected government.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Not \u201cprotest.\u201d<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Not \u201craise concerns.\u201d<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> He explicitly asked the state machinery to ignore authority.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">From a moral standpoint, people cheer it.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> From a constitutional standpoint, it was a direct destabilization of the republic \u2014 one of the biggest <\/span><b>India Emergency lessons<\/b><span style=\"font-weight: 400;\"> people still don\u2019t understand.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That single moment gave Indira Gandhi exactly the justification she needed to declare the Emergency.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Was the Emergency authoritarian? Absolutely.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Was it morally wrong? Definitely.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Did it have legal basis? Yes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Because the opposition crossed a line no constitutional democracy can allow:<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> They asked the machinery of the state to abandon the chain of command.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Once people in uniform start deciding <\/span><b>legality of government orders<\/b><span style=\"font-weight: 400;\"> on their own, the nation ceases to be a nation.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> It becomes a patchwork of individual fiefdoms with weapons \u2014 the first symptom of <\/span><b>institutional collapse in democracies<\/b><span style=\"font-weight: 400;\"> and the slow drift toward democratic erosion.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And here\u2019s where things get serious for 2025:<\/span><\/p>\n<p><b>This isn\u2019t just a US issue.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0This is a global pattern \u2014 full-blown <\/span><b>global political polarization<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Political ideologies are growing more hostile.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Nationalistic politics is rising everywhere.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Strongman leaders are becoming the norm, not the exception.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Public faith in institutions is collapsing.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Every side believes it\u2019s morally superior.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Every group believes it must \u201csave the nation.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That\u2019s exactly when democracies are most vulnerable.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Today it\u2019s the US telling officials to disobey \u2014 the core of the <\/span><b>refuse illegal orders debate<\/b><span style=\"font-weight: 400;\">.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Tomorrow it\u2019s France.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Germany.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Brazil.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> India.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Bangladesh.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> The Philippines.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Everybody thinks they\u2019re fighting tyranny.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Nobody realizes they\u2019re weakening the spine of the state \u2014 the very foundation of <\/span><b>democratic stability and lawfulness<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The more polarized societies become, the more each side starts believing:<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span> <i><span style=\"font-weight: 400;\">\u201cIf the order doesn\u2019t match my politics, it must be illegal.\u201d<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">That logic is political acid. It dissolves institutions from the inside.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For India, with its size, diversity, and daily political earthquakes, this message is even more dangerous.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If tomorrow a group here puts out a video telling military, police, or IAS officers to \u201crefuse illegal orders,\u201d half the country will treat it like activism.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is not activism.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> It is sedition \u2014 a direct attack on constitutional order and authority.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Democracies don\u2019t die when strongmen rise.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> They die when institutions stop obeying the chain of command.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is the real battlefield of the next decade.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Not ideology.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Not left vs right.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Not nationalism vs liberalism.<\/span><\/p>\n<p><b>Institutional obedience vs institutional fragmentation.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">And as a <\/span><a href=\"https:\/\/www.kapilgupta.in\/about\/\"><b>modern Indian thinker<\/b><\/a><span style=\"font-weight: 400;\">, I say this from experience \u2014 the true danger to democracies is never the loud battles of politics.
